Youth Council
Welcome to the Chester Youth Council Website
The Youth Council is a panel of youth who collectively represent the “youth voice” within the Chester Youth Collaborative. Membership is open to all Chester youth between the ages of 12 to 22. The Youth Council’s purpose is to change the perspective of Chester youth and inspire youth action in their community.
The Youth Council also offers apprenticeships to youth who seek to enhance their knowledge in the field of youth development.
The Youth Council meets regularly to:
- Plan and implement projects focused on social issues encountered by Chester youth
- Partner with collaborative members to create programs and activities that directly address the concerns and interests of their peers
- Award mini-grants to youth groups in an effort to promote youth-led civic engagement projects

Youth Council Membership Positions
Youth Council Apprentices are partially funded members of the youth council. Apprenticeships are available to youth between the ages of 16 and 22 who seek to enhance their knowledge in the field of youth development and human services. The primary responsibility of the Youth Council Apprenticeship is to support the Youth Council Coordinator in the planning and implementation of youth council meetings, projects and civic service initiatives.
Youth Council Officers are elected members who have served one full year on the youth council they are responsible for representing the youth council within the Chester Youth Collaborative Steering Committee. Youth Council Officers are also responsible for co-facilitating youth council meetings and take a lead role in the planning projects and civic service initiatives. This is a stipend membership.
Youth Council Members are collectively responsible for identifying youth specific issues in the city of Chester and assist in planning projects that will directly address those concerns. Members must attend mandatory youth council meetings, and participate in projects and civic service initiatives. This is a stipend membership.
Youth Council Affiliates are unstructured memberships allowing youth to participate in youth council meetings, projects and civic service initiatives at their convenience. This is not a stipend membership.
